Emergency communications are undergoing broad transformation as state and local agencies modernize both how they deliver alerts and how they respond to incoming incidents. Initial investments in multichannel notification platforms have improved outreach and situational awareness, while a parallel shift toward Next Generation 911 (NG911) is enhancing how government agencies receive and act on real-time data.

Together, these trends are defining the next phase of public safety communications and creating a growing opportunity for technology partners to support implementation, integration and long-term system evolution.

Mass notification is increasingly two-way communications

These systems adapted as everyday information consumption transitioned from broadcast infrastructure, such as radio and television, to mobile device-based usage.

This shift led to more complex communication environments and increased expectation of responsiveness, but the same technology also opened the door for two-way communication at scale. Modern, two-way systems enable agencies to confirm message delivery, gather input from affected populations and adjust response efforts based on real-time information.

While state governments and large metropolitan areas led the way for investment in these systems during the 2010s, there remains significant opportunity for solutions providers to support smaller jurisdictions that are still transitioning to multichannel platforms. The success of pioneering programs like AlertSeattle, launched during 2015, demonstrated how multichannel systems can improve communication reach and enable real-time, device-agnostic alerting across populations.

This model is now driving increased adoption across smaller municipalities, with jurisdictions like Ionia County, Michigan, implementing a multichannel alerting system during 2026 to deliver notifications via phone, text and email to improve the timeliness of public safety updates. From 2020 to 2024, the emergency notification system spend reached $253 million, with $123 million of investment coming from local and municipal governments.

 

NG911 drives dispatch investment

 

While early modernization efforts have focused on improving how agencies communicate outward through multichannel alerting, NG911 represents the next phase of investment toward how agencies receive, process and operationalize information intake. If emergency notification represents how agencies communicate outward, NG911 represents how they receive and act on that information.

This transition is being driven in part by a growing federal policy push, with the FCC establishing a regulatory framework to guide NG911 adoption and accelerate the shift to IP-based, data-enabled 911 systems. As a result, public safety agencies are beginning to prioritize upgrades to core infrastructure, including next-generation networks and modernized call handling environments.

At the same time, federal funding initiatives and legislation are expanding the resources available to support this transition. The proposed Next Generation 9-1-1 Act aims to provide significant federal funding to help state and local governments modernize legacy 911 infrastructure, including upgrades to IP-based networks, enhanced data-sharing capabilities and improved interoperability across emergency communications centers. These efforts signal a sustained federal commitment to advancing NG911 adoption and enabling agencies to move from planning to implementation.

 

Cloud and cybersecurity must be built in

 

In recent years, cybersecurity has become closely tied to the broader concept of resilience, which modern emergency communications systems are increasingly created to support. As public safety agencies modernize both outbound alerting and inbound response capabilities, resilience is no longer defined solely by uptime or reach, but by a system’s ability to remain secure, operational and responsive under disruption.

This shift is reshaping how both mass notification and NG911 systems are created and deployed. Rather than layering security to existing infrastructure, agencies are prioritizing architectures where cloud delivery and cybersecurity capabilities are embedded from the outset. Cloud-based models also provide scalability, redundancy and continuous monitoring, while enabling agencies to access more advanced security controls than they could maintain independently.

Alongside this transition, cybersecurity is evolving to an active, integrated component of system operations. Capabilities such as continuous threat monitoring, detection and response (MDR) are becoming standard features, aligning with broader resilience objectives and ensuring that systems can operate effectively even in the face of cyberthreats or other disruptions.

 

The impact on government contractors

 

For IT vendors and solutions providers that want to offer solutions for public safety communications needs, several market dynamics are worth understanding.

  • Platform consolidation is a priority. Government agencies are actively trying to reduce the number of systems they manage. Fewer contracts, fewer integrations and fewer vendor relationships are all goals. Vendors that can offer a consolidated platform, or that integrate cleanly with existing systems, will have an advantage over those selling stand-alone solutions.
  • Smaller agencies lean on trusted solutions providers. Local and regional agencies, including education institutions, often lack the procurement expertise to scope and evaluate these systems on their own. They rely on solutions providers that understand the technology and can guide the implementation. Building those regional relationships is often the path to winning in this segment.
  • Cyber credentials matter. Public safety agencies are not going to trust a communications platform that cannot demonstrate serious cybersecurity capabilities. Managed detection and response (MDR), zero-trust architecture and FedRAMP authorization are all worth highlighting in your positioning to prospective government agencies to whom you want to sell.

Providers that can deliver integrated platforms, rather than stand-alone tools, are better positioned to meet these requirements and help public safety organizations reduce complexity while strengthening overall system resilience.
