The Florida Department of Managed Services has awarded EC America, Inc. the statewide contract (#43230000-24-STC) for Digital Security Solutions. Effective from March 1, 2025, to February 28, 2027, the contract enables public agencies across Florida, including educational institutions and local governments, to procure digital security solutions from leading IT manufacturers/vendors. The current list of IT manufacturers includes IBM, Palo Alto Networks, Tenable, Tanium, Open Text and Red Hat. Pricing is capped at a "not-to-exceed" maximum, and all orders must reference the contract number. New vendors cannot be added to the contract, but solutions providers can use the contract.
This contract also marks a significant milestone as Florida’s first state-term contract specifically meant for IT procurement. Historically, the state has relied on cooperative purchasing agreements such as GSA, NASPO, and Texas DIR to meet its technology needs. By establishing a state-held contract, Florida hopes to streamline procurement processes and provide agencies with direct access to trusted vendors for digital security solutions.
Certain state agencies are required to purchase exclusively through the Digital Security Solutions contract to ensure compliance and consistency in IT procurement. This applies to many agencies in Florida, such as:
- Agency for Health Care Administration
- Department of Education
- Department of Environmental Protection
- Department of Health, Department of Transportation
- Department of Corrections
- Executive Office of the Governor
- Fish and Wildlife Conservation Commission

IT manufacturers/vendors are encouraged to propose solutions that align with these guidelines, but they are not required to meet every listed capability. The goal is to provide flexibility to tailor offerings to Florida's needs while leveraging their unique strengths and functionalities.
