Other European Union Proposals and Legislation

The Directive on the eco-design of Energy-using Products (EuP)

This EU Directive includes within its scope all types of energy using products except for transportation. This covers everything from a power station to a musical Christmas card. The aims of this Directive include a reduction in the consumption of energy in order to reduce global warming and a reduction of the use of chemicals that may have a negative environmental impact. This is what is called a “framework directive” which itself does not affect manufacturers as no product categories are specified yet.

The legislative process has additional steps outstanding.  The final version will soon be published in the Official Journal.  Then, the European Commission, assisted by a Committee, will enact implementing measures.  The implementing measures will target the specific product types and environmental factors (such as energy consumption, waste generation, water consumption, extension of lifetime) the Directive will cover.  Lastly, it will be transcribed into EU member country law.

The Directive on End-of-Life Vehicles (ELV) 2000/53/EC

The End of Life Vehicles Directive affects vehicles, such as automobiles, and promotes the re-use, recycling and recovery of materials and components from vehicles at the end of their useful life.  There are also material restrictions for lead, cadmium, mercury and hexavalent chromium although there are exemptions including one for lead in electrical solders. EU Member States were originally supposed to implement the Directive by April 21, 2002. However, there were delays across Europe and all aspects of the Directive still have not yet been fully implemented.

Latest News:

>> An amendment to the ELV Directive has been published which alters the Annex which lists exemptions.  The main differences are the expiry dates, but there are also some changes to the exemptions themselves.  Read the amendment. (20 September, 2005)
